JR's passenger tariff refunds the limited express or express surcharge in full when a train arrives two hours or more late. It is contractual rather than statutory, it is applied mechanically once you name it, and it refunds the surcharge — not the basic fare.

A full refund of the limited express or express surcharge. Not the basic fare, and no compensation for the delay itself.
Where claims go wrong
- Asking for the whole ticket price and treating the refusal as a rejection.
- Leaving the station without a 遅延証明書 delay certificate.
- Assuming the rule scales with the delay. It does not — two hours and five hours pay the same.
- Assuming a private (non-JR) railway follows the same rule. Many do not.
