What this regime says.

Indonesia pays a flat IDR 300,000 to every passenger on a domestic scheduled flight delayed more than four hours, with no proof of loss and no distance test, under PM 77 Tahun 2011 read with the delay-management categories in PM 89 Tahun 2015. Below four hours the entitlement is food: a drink from 30 minutes, a snack from an hour, a hot meal from two.

Who is covered

Passengers on domestic scheduled flights operated by Indonesian air transport undertakings. International carriage out of Indonesia is not covered by this tariff — that is the Montreal Convention and the contract of carriage.

What you get

A soft drink from 30 minutes, a snack box from 61 minutes, a hot meal from 121 minutes, and from 241 minutes IDR 300,000 per passenger on top of the meals. Halved to IDR 150,000 where you are moved to a subsequent flight. On cancellation, the next available flight or a full refund, at your choice.

Where claims go wrong

  • Assuming the tariff covers an international departure from Jakarta or Bali. It does not — it is a domestic instrument.
  • Accepting a meal voucher as the compensation. The meals and the IDR 300,000 are different obligations at different thresholds.
  • Being told the fare was lower than IDR 300,000. The figure is flat and has no relationship to the fare.
  • Going to the aviation regulator for the money. The Directorate General enforces; BPSK is the body that can order payment.
  • Not asking at the airport. Indonesian carriers settle at the counter far more readily than by correspondence.

What it entitles you to, beyond money

  • Montreal Convention damages for delay (international carriage)On international carriage between States Parties, Art. 19 of the Montreal Convention makes the carrier liable for the damage the delay actually caused you — the unused hotel night, the missed onward booking, the extra meals and transport — unless it proves it took all measures that could reasonably be required. It is capped at 6,303 SDR per passenger (the figure ICAO set with effect from 28 December 2024) and it requires receipts, not a formula. This claim exists independently of any national scheme, and airlines never mention it. The right is extinguished two years after arrival under Art. 35.Art. 19, Art. 22(1)
