The third figure is the one worth reading. A country in that list is not covered in any meaningful sense — it means one regime reached it, usually an aviation or a treaty rule that happens to bind everywhere, and the rest of the catalogue has nothing to say. Naming it is the only way a reader can tell the difference between a right they do not have and a right we have not written up yet.
